The short answer is yes.

GM works on a 80% design rule and has to have a engine calibration that no matter what
Type of gas is used,
Where car is located
Type of weather and
Type of driver and how car is driven

For this example we compare a stock GM calibration and one we tuned in a 2001 Z06.

Review that values and results below but at the least if the stock timing is only increased 4 degrees of timing with other functions properly tuned you see higher performance, engine taking in more air and still even less knock occuring.

So even if the engine is stock a custom tune will gain the performance and reduce issues such as knock and misfire so performance is not lost during those conditions
