Clarence, this is a shot in the dark, if you'll excuse the pun <g>, but two things come to mind...
* the high/low beam switch is worn or worn out, or
* the lower tilt of the wheel is introducing a break in the wiring which, due to the geometry, is not present or not a factor in the higher postions.
This is a tuff one to isolate unless you're an electronics masochist that likes to test things to death. Given that the turn signal stalk in my '92 is a little loosey-goosey, if I were to tackle this problem I'd replace both the stalk assembly and any associated wiring harness, thinking that I'd only want to pull that steering wheel and airbag stuff only once.
I haven't had one of these apart, so proceed accordlingly on my advice. I don't run my wheel down low, but I doubt your problem will be a simple fix (switches are usually good or bad or intermittent; the same goes for the wiring harnesses that connect them to the rest of the system). However, if you do go into the steering column, please consult a service manual about servicing the steering column air bag system!
